President's Emergency Plan for AIDS Relief
Key Points delivered by Deputy Global AIDS coordinator, Dr. Mark Dybul, on DVC call with Vietnam media, February 9, 2006- With the strong support of the American people and Congress, President Bush’s Emergency Plan for AIDS Relief was the first quantum leap in America’s leadership on global AIDS.
- The President’s Emergency Plan for AIDS Relief – a five-year, $15 billion, multifaceted approach to combating the disease around the world. The Emergency Plan is the largest international health initiative directed at a single disease that any nation has ever undertaken.
- The United States is taking historic action in partnership with people in over 120 countries worldwide to bring high quality programs to scale today, while supporting the development of sustainable local capacity for these programs to continue in the future.
- America’s work in these countries is in addition to our significant multilateral efforts to fight AIDS through the Global Fund, of which America is the largest supporter – accounting for 30 percent of all resources.
- Vietnam is one of fifteen focus countries of the Emergency Plan that account for approximately 50 percent of people living with HIV/AIDS worldwide.
- Through the generosity of the American people, Vietnam received $17.3 million in 2004, $27.6 million in 2005, and the U.S. government plans to provide about $34 million in 2006.
- America is privileged to be working in partnership with the Vietnamese people. The Emergency Plan’s partnership with host nations is one of the keys to the unprecedented results being achieved.
- Yesterday, during the release PEPFAR’s Second Annual Report, United States Secretary of State Condoleezza Rice said: “Our approach is to empower every nation to take ownership of its own fight against HIV/AIDS through prevention, treatment and care”.
